Bali is not complicated to enter as an Indian traveler, but it is more involved than most destinations in the same category. There are three separate mandatory steps every Indian must complete before clearing immigration at Ngurah Rai Airport, and most guides only mention one of them. Miss any of the three and you face delays, extra queues, or additional payment on arrival. The visa (e-VOA) costs IDR 500,000 , approximately Rs 2,600. The Bali Tourist Levy costs IDR 150,000 , approximately Rs 780. The All Indonesia Arrival Card is free but mandatory and must be submitted within three days of arrival. None of these are optional. All three can and should be completed online before you fly. This guide covers all three in detail: exact costs in INR, step-by-step application for each, what to expect at Ngurah Rai Airport, extension rules, and the real cost of a Bali Trip from India once everything is included.

Documents Required for Bali Visa
-
โ
Indian passport , valid 6+ months from arrival date
Must be valid for at least 6 months from your arrival date in Bali. Must have at least 2 blank visa pages for entry and exit stamps. The passport must be in good physical condition , water damage, torn pages, loose lamination on the bio-data page, or heavy creasing can cause Indonesian immigration to flag or deny entry. Unlike some countries, Indonesian officers are known to be strict about passport condition.
-
โ
e-VOA PDF with QR code Most Critical
Applied online at evisa.imigrasi.go.id. Apply 7 to 14 days before departure. The approved e-VOA is a PDF with your QR code , save to your phone and consider printing. This is your actual visa. Without it, you join the airport VOA queue (45 to 90 minutes peak season). With it, you use the automated e-Gates and clear in minutes.
-
โ
Bali Tourist Levy QR code Most Critical
Paid at lovebali.baliprov.go.id (official site only , IDR 150,000, approximately Rs 780). You receive a QR code voucher. Scanned at a separate checkpoint after immigration clearance. Can also be paid at the BRI Bank counter in the airport arrivals hall if you did not pay online.
-
โ
All Indonesia Arrival Card QR code Most Critical
Free digital form at arrivacard.imigrasi.go.id. Combines customs, health, and immigration details. Submit within 3 days before your arrival (not earlier). You receive a QR code that gets scanned at immigration. Mandatory since August 2025 , without it, you fill manually on arrival adding 15 to 20 minutes.
-
โ
Return or onward flight ticket
Indonesia immigration expects proof you are leaving before your visa expires. A confirmed return ticket to India or an onward ticket to another country. Screenshot on phone is accepted but a printout is safer. Book it before you fly , trying to show a flexible or open-ended ticket raises questions.
-
โ
Hotel booking confirmation
Your accommodation for at least the first night, shown on the arrival card. Booking.com or Agoda confirmation on your phone is fine. You need the hotel name and street address for the arrival card.
What You Do NOT Need
Unlike Schengen or UK visa applications, Bali’s e-visa does not require:
- Bank statement or financial documents (not asked in e-VOA application)
- Salary slip or ITR
- Employment verification or NOC
- Cover letter or invitation letter
- Travel insurance certificate (recommended but not checked)
- Sponsor letter
- Separate health declaration form (merged into Arrival Card since August 2025)
- Separate customs declaration (merged into Arrival Card since August 2025)
Why Bali Visa Gets Rejected for Indians , Every Cause and Fix
1
Missing Bali Tourist Levy payment , held at checkpoint , Extremely common , only 35% compliance reported
Why it happens for Indians: Most online guides do not mention the Tourist Levy. Indian travelers who researched the visa thoroughly often still miss this because it is a separate provincial tax on a different portal entirely.
Fix: Pay at lovebali.baliprov.go.id before flying. IDR 150,000 (Rs 780). You receive a QR code to scan at the checkpoint. If you forget, pay at the BRI Bank counter in the arrivals hall before exiting.
2
No All Indonesia Arrival Card submitted , Very common , form introduced August 2025, many travelers unaware
Why it happens for Indians: The Arrival Card is new as of August 2025 and combined three previously separate forms. Many guides and travel agents have not updated their advice to include it.
Fix: Submit at arrivacard.imigrasi.go.id within 3 days of arrival. Free, takes about 5 minutes. You get a QR code. Without it, you fill manually at immigration which adds time.
3
e-VOA payment failure , card declined , About 20% of first-attempt Indian applicants
Why it happens for Indians: Indian bank cards have international online transactions disabled by default. The evisa.imigrasi.go.id portal requires an internationally-enabled Visa, Mastercard, or JCB.
Fix: Enable international online transactions in your bank app before attempting e-VOA payment. HDFC: Cards, Manage Card, International Usage, enable E-Commerce. SBI YONO: Cards, Manage Card, Transaction Limits. Also, turn off VPN if enabled , Indonesian government portals sometimes block foreign VPNs.
4
Passport scan rejected , poor quality or wrong format , About 10% of e-VOA applications
Why it happens for Indians: The portal requires JPEG or PNG only. iPhones save photos as HEIC by default. File must be under 2MB. Blurry scans of the passport bio-data page are the most common issue.
Fix: Use Adobe Scan or Microsoft Lens to scan passport in good daylight. Save as JPEG. Check that all four corners of the bio-data page are visible and all text is sharp. Compress to under 2MB at ilovepdf.com if needed.
5
Passport damage , torn page, water stain, loose lamination , Small but consequential
Why it happens for Indians: Indonesian immigration is notably strict about passport physical condition compared to most Southeast Asian countries. Indian passports with even minor water staining on the bio-data page have been flagged.
Fix: Check your passport carefully before booking. If your passport has any damage on the bio-data page specifically, renew before traveling to Bali. Tatkal renewal takes 1 to 3 business days.
6
No return ticket , Occasional
Why it happens for Indians: One-way tickets to Bali trigger the same suspicion as with Thailand , potential overstay risk.
Fix: Book a return ticket before flying. Show it at the immigration counter proactively.
Reapplication costs another Rs 2,600
The fee is non-refundable whether your application is approved or rejected. Every rejection cause above is preventable in under 5 minutes of preparation before you open the form. Do not skip the photo background check.
How to Apply for Bali Visa from India , Step by Step
1
Enable international transactions on your card , do this first
Open your bank app and enable international online transactions before anything else. You will need this for both the e-VOA payment and the Tourist Levy payment. HDFC: Cards, Manage Card, International Usage, enable E-Commerce. SBI YONO: Cards, Manage Card, Transaction Limits. If using VPN, turn it off , Indonesian government portals often block foreign IPs.
2
Apply for e-VOA at evisa.imigrasi.go.id , 7 to 14 days before departure
Go to evisa.imigrasi.go.id (the official Indonesian immigration portal , not any third-party site). Create an account with your email. Select Tourist Visa (B1) for a 30-day stay. Upload your passport bio-data page scan (JPEG or PNG, all four corners visible, under 2MB) and a recent white-background passport photo. Enter your personal details exactly as in your passport. Select your entry point (Ngurah Rai International Airport for Bali , airport code DPS). Enter your accommodation address and return flight details. Pay IDR 500,000 (approximately Rs 2,600) via Visa, Mastercard, or JCB with international transactions enabled. Processing typically takes a few hours to 3 business days. You receive the approved e-VOA PDF with a QR code by email.
3
Pay the Bali Tourist Levy at lovebali.baliprov.go.id
Go to lovebali.baliprov.go.id , the ONLY official portal. Ignore any site that does not end in .baliprov.go.id. Enter your full name (as in passport), passport number, nationality, email, and arrival date. Pay IDR 150,000 (approximately Rs 780) via Visa, Mastercard, or QRIS. You receive a QR code voucher by email. Save it on your phone. This QR code is scanned at a separate checkpoint after immigration clearance in Bali. If the Love Bali website is down (it has intermittent stability issues), pay at the BRI Bank counter in the Ngurah Rai International Airport arrivals hall on arrival.
4
Submit the All Indonesia Arrival Card , within 3 days of arrival
Go to arrivacard.imigrasi.go.id within 3 days before your arrival date (not earlier). This free form combines what were previously three separate forms: customs declaration, health pass, and immigration details. Fill in your passport details, flight number, arrival date, accommodation address, and customs declaration (items you are bringing in). Submit and receive a QR code by email. This QR code is scanned at immigration. Without it, you fill a manual form on arrival which adds time to your clearance.
5
At Ngurah Rai Airport , what to have ready
Have three separate QR codes ready on your phone (or printed): the e-VOA QR code, the Tourist Levy QR code, and the Arrival Card QR code. At the e-Gates (if you have e-VOA), scan your e-VOA QR code first. Then proceed to the Tourist Levy checkpoint and scan that QR code. Then customs if needed. The process with all three completed in advance takes about 10 to 15 minutes total from landing to exiting the terminal. Without e-VOA, you join the VOA queue first , can be 45 to 90 minutes during peak arrivals.
6
Extending your stay , visit Immigration before your 30 days expire
If you want to stay beyond 30 days, visit the Denpasar Immigration Office (Jl. Panjaitan No.4, Renon, Denpasar) before your e-VOA or VOA expires. Since June 2025, biometric data (photo and fingerprints) is required in-person , you cannot extend purely through an agent without at least one visit. Pay IDR 500,000 (Rs 2,600). You get 30 more days. Total maximum on VOA or e-VOA: 60 days. For longer stays, the C1 Single Entry Tourist Visa (applied before departure) extends twice for up to 180 days.

Hidden Costs Most Indians Miss
Scooter rental is mandatory in most of Bali
There is no Grab in most of Bali outside Kuta and Seminyak. A scooter is Rs 400 to Rs 700 per day. If you cannot ride one, hire a private driver for Rs 1,200 to Rs 2,500 per day. Budget this upfront.
Nusa Penida or Nusa Lembongan fast boat
The islands near Bali require a separate fast boat , Rs 1,200 to Rs 2,000 one-way. Budget Rs 2,500 to Rs 4,000 return per person for an island day trip.
Temple entry fees and sarong rentals
Major temples charge Rs 200 to Rs 700 entry. Sarong rental (required for entry) adds Rs 100 to Rs 200. Budget Rs 1,500 to Rs 3,000 for temple visits across a week.
ATM fees from international cards
Bali ATMs charge IDR 50,000 to IDR 80,000 (Rs 270 to Rs 430) per withdrawal for foreign cards. Withdraw larger amounts fewer times. A zero-forex card (Niyo, IDFC WOW) reduces this significantly.
Scam tourist pricing at Kuta and Seminyak
Kuta and Seminyak are Bali’s most expensive areas. Restaurants, surf lessons, and taxis in these areas charge 2x to 3x what you pay in Ubud or Canggu. If you are budget-conscious, base yourself in Ubud or Canggu.
Nyepi (Day of Silence) closures
Bali completely shuts down once a year for Nyepi , roads close, electricity is limited, the airport closes for 24 hours. If your trip overlaps with Nyepi, you cannot leave Bali for that day. Check the Nyepi date before booking.
Tourist Levy scam sites
Multiple scam websites pretend to be the official Tourist Levy portal and charge IDR 300,000 to IDR 500,000. The official site is lovebali.baliprov.go.id (ends in .go.id). Any other domain is a scam.
Money-Saving Tips for Bali from India
1
Apply for e-VOA yourself , skip agents
The e-VOA costs IDR 500,000 (Rs 2,600) at evisa.imigrasi.go.id. Agents and third-party sites charge Rs 4,000 to Rs 8,000 for the same visa. Apply directly. The form takes 15 minutes and the saving is Rs 1,400 to Rs 5,400 per person.
2
Pay the Tourist Levy online at the official site , not a scam site
The official site lovebali.baliprov.go.id charges IDR 150,000 (Rs 780). Scam sites charge 2x to 3x. Pay online before flying and skip the airport queue , saves 15 to 20 minutes on arrival.
3
Stay in Ubud or Canggu instead of Kuta or Seminyak
Equivalent quality accommodation in Ubud or Canggu costs Rs 2,500 to Rs 5,000 less per night than Kuta or Seminyak. Ubud has better food, fewer touts, and the rice terrace scenery that everyone photographs.
4
Eat at warungs , local Balinese restaurants
Nasi goreng (fried rice) at a warung: Rs 150 to Rs 250. Same dish at a tourist restaurant: Rs 500 to Rs 900. Warungs are everywhere, the food is fresher, and the experience is more authentic. One warung meal per day saves Rs 1,500 to Rs 3,000 over a week.
5
Rent a scooter instead of using drivers for short trips
A scooter costs Rs 400 to Rs 700 per day. A hired driver for the same day is Rs 1,500 to Rs 2,500. For solo travelers or couples comfortable on a scooter, the saving is Rs 5,000 to Rs 12,000 over a week.
6
Use a zero-forex card for all Bali spending
Niyo Global and IDFC FIRST WOW charge zero forex markup on international transactions. Standard Indian cards charge 1 to 3.5% per transaction. On a Rs 55,000 Bali trip, that is Rs 550 to Rs 1,925 in avoidable fees.
7
Book flights 6 to 8 weeks ahead on IndiGo or AirAsia
Direct Mumbai to Bali on IndiGo from Rs 12,000 return. Delhi to Bali via Kuala Lumpur on AirAsia from Rs 10,000 return booked early. Prices spike Rs 5,000 to Rs 10,000 inside the 2-week window before departure.

April to June and September to October are the best months for Indian travelers , dry season weather, lower crowds than July-August, and prices below the peak. May specifically is excellent: perfect weather, quieter than summer, and no major holiday price spikes.
Indian summer holidays (May-June) actually align well with Bali’s dry season and decent weather. July-August is when Bali is most crowded, which coincides with Western summer school holidays rather than Indian ones. This means Indian travelers in May-June get good weather without the worst of the crowds. Avoid traveling to Bali during Nyepi (Day of Silence, in March or April) , the airport closes for 24 hours and the island completely shuts down.
What Happens When You Land , Bali Immigration
Ngurah Rai International Airport (DPS) in Denpasar, Bali. With e-VOA applied in advance: proceed to the automated e-Gates, scan your e-VOA QR code, get your passport stamped, then proceed to the Bali Tourist Levy checkpoint and scan that QR code, then to customs. The entire process takes 10 to 20 minutes. Without e-VOA (airport VOA): join the designated VOA queue , 5 to 15 minutes off-peak, 45 to 90 minutes during peak season (July-August, December). Pay IDR 500,000 at the counter by card or cash (USD, AUD, GBP accepted , Indian Rupees not accepted). Get visa stamp. Then proceed to Levy checkpoint and customs.

What Bali Is Actually Like for Indian Travelers
Bali is the destination that converts skeptics. Indians who expected a generic beach resort discover a place that operates on a different frequency , the air smells of incense from morning offerings, rice terraces step down impossibly green hillsides, and the temple ceremonies happen not for tourists but because this is simply how Bali lives. The visa paperwork is slightly more involved than Thailand (three separate steps instead of one), but it takes about 30 minutes to complete and costs Rs 3,380 total. What you get on the other side is the single most visually distinctive island in Southeast Asia. The three-step entry process is the most complicated thing about going to Bali. Everything else is one of the easier destinations Indians travel to.

Frequently Asked Questions , Bali Visa for Indians
Do Indians need a visa for Bali in 2026?
Yes. Indian passport holders need a Visa on Arrival (VOA) or the electronic equivalent (e-VOA) to enter Bali. The e-VOA is strongly recommended , applied online at evisa.imigrasi.go.id for IDR 500,000 (approximately Rs 2,600), it lets you skip the airport VOA queue and use the automated e-Gates. Important: the visa is only one of three mandatory entry requirements. You also need to pay the Bali Tourist Levy (IDR 150,000, Rs 780) and submit the All Indonesia Arrival Card (free) before arriving.
How much does the
Bali Visa cost for Indians in 2026?
The visa (e-VOA or airport VOA) costs IDR 500,000 , approximately Rs 2,600. But the total mandatory entry cost is Rs 3,380: Rs 2,600 for the visa plus Rs 780 for the mandatory Bali Tourist Levy. The All Indonesia Arrival Card is free. These three items are separate requirements on three different portals. Missing any one of them creates delays at immigration.
What is the Bali Tourist Levy and do Indians have to pay it?
Yes, all international tourists must pay it including Indians. The Bali Tourist Levy is IDR 150,000 (approximately Rs 780) per person per entry to Bali. It was introduced in February 2024. It is separate from the visa , even if you have your e-VOA, you must also pay this. Pay at the official portal lovebali.baliprov.go.id (only this domain , scam sites exist). You receive a QR code that is scanned at a checkpoint in the arrivals hall. Children and infants must also pay.
What is the All Indonesia Arrival Card?
A free mandatory digital form introduced in August 2025 that combines what used to be three separate forms: the customs declaration, health pass (SATUSEHAT), and immigration details. Submit it within 3 days before your arrival at arrivacard.imigrasi.go.id. You receive a QR code that is scanned at immigration. Without it, you fill a paper form on arrival which adds 15 to 20 minutes. It is separate from both the visa and the Tourist Levy.
How many days can Indians stay in Bali on a VOA or e-VOA?
30 days per entry. You can extend once inside Bali for another 30 days (total 60 days maximum) by visiting the Denpasar Immigration Office and paying another IDR 500,000. Since June 2025, biometric data (photo and fingerprints) is required in person for extensions. For stays over 60 days, you need a C1 Single Entry Tourist Visa applied before departure.
Can I get the
Bali Visa at the airport or do I need to apply online?
Both options work. At the airport: join the VOA counter queue (5 to 15 minutes off-peak, 45 to 90 minutes peak season) and pay IDR 500,000 by card or cash. Online in advance: apply at evisa.imigrasi.go.id, pay by card, receive the e-VOA by email, use the faster automated e-Gates on arrival. Both cost the same (IDR 500,000). The e-VOA is strongly recommended , it saves significant time at immigration, especially during peak season.
What happens if I miss the Bali Tourist Levy?
You are stopped at the Tourist Levy checkpoint in the arrivals hall and asked to pay before you can exit the terminal. The BRI Bank counter at Ngurah Rai airport can process the payment. It is better to pay online before flying at lovebali.baliprov.go.id. The levy is IDR 150,000 (Rs 780) and you receive a QR code. Missing it does not prevent entry but it does create a delay.
Can I extend my Bali stay beyond 30 days without leaving Indonesia?
Yes. Visit the Denpasar Immigration Office (Jl. Panjaitan No.4, Renon) before your visa expires. Pay IDR 500,000 (Rs 2,600). Since June 2025, biometric data is required in person , plan one visit to the immigration office. You get 30 more days (total 60 days maximum on e-VOA or VOA). For longer stays, the C1 Tourist Visa applied before departure allows 60 days with two extensions of 60 days each for up to 180 days total.
Is Bali safe for Indian tourists?
Yes. Bali is one of the most tourist-friendly islands in Asia. Common issues are minor: tourist pricing in Kuta and Seminyak (eat at warungs one street off the main drag to avoid this), traffic on the main roads (a scooter handles Bali’s roads far better than a car), and the occasional gem or temple scam near major attractions (the ‘temple is closed today’ , it is never actually closed). Violent crime against tourists is rare.
What is the difference between e-VOA and VOA for Bali?
Same visa, same cost (IDR 500,000), same 30 days stay, same extension option. The difference is timing and convenience. VOA: you get it at the airport counter on arrival , queue can be long. e-VOA: applied online before your trip at evisa.imigrasi.go.id , you get a QR code that lets you use the automated e-Gates, skipping the queue entirely. For families, first-time visitors, or anyone arriving in peak season (July-August, December), the e-VOA is significantly better.
Single entry: Rs 2,600. Processing: A few hours to 3 business days. Apply at least 2 weeks before travel. Get a white-background photo. Print your approval letter before you fly.
